I made a snowy map a long time ago. It sucked horrible balls(There are no words to describe how horrible it was. z-fighting, falling through map, not very fun at all.), but here is what I learned:

Use a grainy texture(such as sand) with the white turned up if you are going to go full snow. Just be careful about the lighting. If you make it too bright, then it will make things hard to see. You may counteract this with heavy fog and a snow storm.

If you go full snow, make sure it fits the environment.

If there is full snow, make sure there are plenty of objects breaking it up. Full snow can be very bright.(unless there is a snow storm, then only place objects to draw attention or if necessary.

Also, so I don't regret missing this opportunity: "NEVER go full snow."

You can if you want, I was just quoting that one movie...

As for the snow textures I was lazy and downloaded: http://skyrim.nexusmods.com/download...d=2146#content

For scene 2 I used snow heaps around poles and added snow decals on the pavement. Disadvantage of decals is that its alot of work placing each decal and turn/scale them in order to make them different.

    Updated to v1.12:
    * FEATURE: added an option in the 'Settings' dropdown that keeps jbUDK Tools from overwriting custom grid colors.

    Download: jbUDK Tools v1.12

Was just checking this out on the UDK Forums, nice looking tool, was I correct in reading that this doesn't currently work with Maya 2009?

Yes, unfortunately these new versions of jbUDK Tools and jbUnity Tools only work in Maya 2011+. I had a version that works on all version of Maya (back to Maya 8) but I used some of the functions that only work in new Maya (2011+) for the batch exporter features. I need to look into detecting versions and using older functions based on that but haven't had time to do so.

    Snow

Here is a link on how to create a snow material in the UDK: http://udn.epicgames.com/Three/MaterialExamples.html

Its one of the last examples given on this page, but all of the information on the udn page is useful and will overall improve your knowledge of the engine itself and the material editor. Here is an image of one of the environments that I made using the snow material shown in the udn page.

You will either need Unreal Tournament 3 game, it comes with the Unreal Editor. But it is outdated. You may want to explore UDK, free version of Unreal Engine. Free to download and you can easily create DM or TDM maps.

I would recommend to go through these 3 articles to get an overview what is available and what you want to use:
